Tijdens de bouw van een universiteitsgebouw in de Randstad was Marco Bakker, eigenaar van D-TACS, betrokken als projectmanager van de installatie van technische voorzieningen. Maar toen het project spaak dreigde te lopen door vertraging door externe factoren, zoals het vastgelopen schip in het Suezkanaal, besloot Marco de rol van commissioning manager op zich te nemen.<\/strong><\/p>\n\n\n\n

Nieuwe rol<\/h2>\n\n\n\n

\u2018Ik deins niet terug voor een uitdaging\u2019, begint Marco zijn verhaal. \u2018Mijn doel was om het project op organisatorisch, structureel en kwalitatief vlak te verbeteren. Wat dit project ook aantrekkelijk maakte, was het feit dat ik nog nooit eerder een commissioning had uitgevoerd voor een universiteitsgebouw. Dit bracht de nodige tijdsdruk met zich mee, want het gebouw moest klaar zijn voor de start van het nieuwe collegejaar.\u2019<\/p>\n\n\n\n

Een slim onderwijsgebouw<\/h2>\n\n\n\n

\u2018Verder lijkt een schoolgebouw op het eerste gezicht simpel,\u2019 vervolgt Marco. \u2018Je zou zeggen dat het slechts bestaat uit klaslokalen en werkruimtes, maar de realiteit is complexer. In dit specifieke gebouw moesten bijvoorbeeld ook faciliteiten komen voor natuurkundig onderzoek en robotica. Bovendien moest dit gebouw circulair worden gebouwd. Het is ontworpen als een slim gebouw dat zich in de loop van de tijd kan aanpassen aan de wensen en eisen van de gebruikers. Denk aan inrichtingselementen, scheidingswanden, gevels, en zelfs de draagconstructie. Het hele gebouw is volledig demontabel. Hierdoor kan het relatief eenvoudig anders worden ingedeeld, of in het geval van nood zelfs volledig worden gedemonteerd en elders worden opgebouwd.\u2019<\/p>\n\n\n\n

Effectiever en effici\u00ebnter<\/h2>\n\n\n\n

\u2018De tijd was dus onze grootste vijand om alles haalbaar te maken. Gelukkig kreeg ik uiteindelijk ook meer personeel toegewezen, waardoor we kwalitatief betere keuzes konden maken en beslissingen konden nemen om het project tot een succesvolle uitvoering te brengen. Het feit bleef echter dat we aanzienlijk achterliepen op het initi\u00eble tijdschema. Natuurlijk hebben we geprobeerd om de schade te beperken. Zo hebben we bijvoorbeeld effici\u00ebnter gepland en effectiever getest. Sommige tests hebben we niet volledig uitgevoerd, maar slechts voor dertig procent.<\/p>\n\n\n\n

Dat lijkt misschien vreemd, maar als dit op de juiste manier wordt gedaan, heeft dit geen negatieve invloed op de kwaliteit. We hebben bijvoorbeeld dertig procent van een bepaald onderdeel getest, en als de foutmarge kleiner was dan 10-25 procent (afhankelijk van de impact), was het aannemelijk dat het onderdeel volledig functioneel was. Als de foutmarge echter groter was dan het bepaalde percentage, hebben we de tests alsnog volledig uitgevoerd, totdat het onderdeel naar behoren functioneerde.\u2019<\/p>\n\n\n\n

Veiligheid boven alles<\/h2>\n\n\n\n

Deze aanpak vereist ervaring en intu\u00eftie, bevestigt Marco. \u2018Je moet een goed inzicht hebben in of het haalbaar is of niet. Het hangt ook af van het soort onderdeel dat je test. In het geval van het universiteitsgebouw hebben we bijvoorbeeld aangepaste tests uitgevoerd voor de verlichting van repeteerbare ruimtes. Met andere woorden, er waren tien ruimtes die precies hetzelfde waren ingedeeld en opgebouwd. Daarvan hebben we er drie getest. Deze bleken allemaal in orde te zijn, waardoor we erop konden vertrouwen dat de overige zeven ruimtes ook goed waren.<\/p>\n\n\n\n

Hierdoor konden we tijd besparen, terwijl we toch de kwaliteit konden waarborgen. Maar als het gaat om een brandmeldinstallatie of liftinstallatie, hanteerden we natuurlijk niet dezelfde aanpak, aangezien veiligheid altijd prioriteit heeft. Bovendien vindt deze besluitvorming altijd plaats in overleg met de opdrachtgever. Als de opdrachtgever het niet eens is met de gekozen aanpak, voeren we deze niet uit. De opdrachtgever moet echter wel begrijpen en accepteren dat dit tot vertraging kan leiden.\u2019<\/p>\n\n\n\n

Veel tijd ingehaald<\/h2>\n\n\n\n

\u2018Uiteindelijk is het project door de samenloop van omstandigheden niet op tijd opgeleverd. Omdat de uitvoerwerkzaamheden uitliepen, liep de commissioning ook uit. Want je kunt niet iets testen als het nog niet klaar is. Wel hebben we veel vertraging kunnen inhalen. \u00a0Bovendien zijn er aanvullende maatregelen getroffen om de studenten wel op tijd toe te laten tot het gebouw. De colleges konden gewoon op tijd gegeven worden, en we hebben tijdens de operatie van de school nog afrondende testen gedaan.
