Before starting a project, assumptions are determined. What portion of the total project scope is covered by commissioning? A project manager will be assigned from D-TACS. This project manager will further develop the client-specific commissioning plan with the client and contractor. In it they describe, among other things, what the required testing protocols and resources are and what the schedule is. This commissioning plan is the starting point within which there is always independent control of the design, construction and delivery of the mission-critical components of a building or plant.
